UK Councils Intend to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a new poll of local authorities, English councils are planning to offload social clubs, athletic facilities, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in the UK stated that six out of ten of local authorities are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have in the past faced criticism for selling playing fields and land to support their budgets, but they contend they must proceed to raise vital cash from asset sales or face insolvency.

The group noted that a significant number of authorities seeking to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would focus on restructuring services and using savings to manage increasing financial challenges.”

Specific Examples of Proposed Sales

Medway Council in Kent said its property management strategy included the sale of a retail complex in a local town and a community venue in Rochester to raise £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all generate rent for Medway council, will additionally be sold under the plan.

Local Levy Rises and Broader Financial Pressures

The survey of local authorities in the coalition, which covers several urban centers, further found that more than 70% of councils will have to raise local levies next April to address the growing cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.

The authority explained it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but certain measures require time to deliver both improved services and cost efficiency,” stated a council leader.

He added: “There are demographic pressures which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Trends and Projections

A survey of regional authorities this week further found council budgets being stretched by the increasing figures of young people and adults requiring Send support.

The County Councils Network projected that council deficits will hit £4.4bn a year by the end of the decade, as they struggle to manage rising needs.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a white paper setting out those reforms was recently delayed.

Disadvantage and Funding Shortfalls

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, several key cities members were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns place in the top 30 across the country under the 2025 IMD measures,” said the study.

“Although only a single urban area is among the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of the nation. The figures underscores the extent of challenges facing municipal officials across major urban centers in the coming year,” the report concluded.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that reflects and responds to the actual extent of deprivation and need,” stated a council leader.

“Without this, councils will persist to face impossible choices around which essential services to fund, and which to cut, to the disadvantage of their residents.”

A fifth of councils have cut or compromised care services in the last year, the survey revealed.
